Retention of concrete plant refused

AN BORD Pleanala has refused permission for retention of a concrete batching plant and a truck maintenance building at Ballymore, Camolin.
William O'Leary had appealed the decision of Wexford County Council to refuse retention for the development, but the appeals board upheld the decision of the Council.
The Board said it felt that the development would pose a traffic hazard, and was concerned that heavy vehicles were turning regularly out of the site onto a narrow country road with poor sightlines in both directions.
The Board also felt the operation is overwhelmingly interlinked with a quarry around 2.5 km away, and this would lead to additional heavy vehicles on an unsuitable road.
It also felt inadequate information was submitted regarding the environmental impacts in terms of noise and dust generation and on the quality of the drinking water in the immediate vicinity.
The site is set into the wooded Carrigroe Hill around 5 kms from Ballycanew. When an Inspector visited in October, he found it was being used for the manufacture of ready-mix concrete. There was also a large workshop for servicing the vehicles.
The appellant had pointed out the building for servicing trucks had been in operation for over ten years, and there had been a small mobile batching plant on the site prior to this. He also maintained there are only 14 trucks and ten cars moving to and from the site daily, and there are 100 metre sightlines on both sides of the entrance.
